Yes, if they are in-actual-fact, real 'Chavs' or 'chores' or 'charvers', 'neds' or 'scallies' dependent on geography.

Chav, was originally a word used in working-class communities to describe young wastrels, who would rather put bricks through people's windows than do a hard day's work. It is thanks to the 'nu-snobs' that 'chav' is now seen as a derogatory word for working-class people.

They saw wasters being called chavs and since they thought all working class people were wasters, they deduced that therefore all working class people were chavs, and since the word 'chav' can be used to denote some sort of moral superiority, it somehow became twisted into this 'it's once again acceptable for rich people to see themselves as morally superior to poor people... somehow.' Like I say, it became twisted but that's how I see it.
